Sam Harlan is a team member of the Next Generation Network Architecture Development activities group at CHR Solutions with a focus on network and video strategic planning. Sam assists clients with Market Driven Strategic Planning for their distribution, transport and switching systems.
 
Previously, Sam has worked with clients on the acquisition, evaluation, purchase, upgrade and launch of RF video systems. He has developed RFI’s and RFP’s that have addressed turn-key MPEG-2 and MPEG-4 IP video headends, middleware, set top boxes, encryption, Video on Demand and ad insertion services. Sam has experience with analog, digital and IP head ends using coax, ADSL2+ and FTTP distribution methods. 

Sam has also been responsible for leading the project management team in charge of large or complex projects. He has been directly involved in CATV rebuilds, FTTP applications, CAD system evaluations, legacy network evaluations and upgrades, asset purchase assistance, telco BSS/OSS/CAD systems and CATV billing systems evaluation and implementation.

Sam is a frequent speaker at NTCA, RICA, OPASTCO, VON, ERTA, ACE School, CHR Forum, client staff and board retreats.

Sam graduated from Texas Tech University with a Bachelors Degree in Agriculture Engineering. He has been a registered professional engineer in the State of Texas since 1976 and is a member of SCTE, IEEE and TSPE.

Specialties: Sam has assisted clients with network upgrades involving ADSL2+, FTTP, HFC and IP networks. Today's clients must migrate from a voice centric, circuit based TDM network to a broadband, packet based IP network.
