Jim has been Verizon Property Tax Manager for nearly twenty years. Prior to that spent he fifteen years at the New York State Office of Real Property Tax Services. He is a designated real estate appraiser with the ASA designation from the American Society of Appraisers, the CAE designation from the International Association of Assessing Officers, and the IAO designation from the Institute of Assessing Officers.

He graduated from Siena College and is a licensed General Appraiser in New York State with a specialized expertise in the valuation and assessment of utility property. Jim has written and presented numerous papers regarding the valuation of telecommunications property, discounted cash flow analysis, and income-producing commercial real estate.

During Jim’s career he has been responsible for the valuation and appraisal of Verizon land and building assets throughout the United States and any mass property (poles, cables, and conduit) that is treated as a real property asset. His focus is predominately New York State, but he has also worked in New Jersey, Pennsylvania, California, Florida, Massachusetts, Ohio, Texas, North Carolina, New Hampshire, Vermont, Wisconsin, Rhode Island, Connecticut, Delaware, Illinois, Indiana, and the District of Columbia.

He is also responsible for internally prepared real property appraisals, valuation opinions, and technical appraisal research used for property tax assessment monitoring for wireline and wireless land and building and locally assessed outside plant property, along with the research needed to support the annually updated VZW Replacement Cost Study. His office is in Albany, New York.

Jim and his wife, Karen, reside in in Delmar, New York. They have two daughters, Katie (25) and Mary Beth (20), and a son, Matthew (23). ]
