Charles Burkhardt

Mr. Burkhardt is a Senior Consultant with CostQuest Associates. He is responsible for overseeing appraisals, valuation analysis and property tax consulting. He further assists in related cost studies and data collections. He had previously worked as a manager at Verizon for 22 years in the property tax group. He supervised a staff in filing of state returns, negotiating and litigation of valuations.  He has a BA in Economics from Washburn University and two appraisal designations from the American Society of Appraisers (ASA) and Certified Assessment Evaluator (CAE) from the International Association of Assessing Officers. Mr. Burkhardt has 40 years’ experience of valuation of utilities, pipelines and railroads primarily in the area of property taxation. He has prior experience with the Kansas Department of Revenue and R.W. Beck.
