Stephen Elkins

Mr. Stephen Elkins serves as Chief Information Officer (CIO) for the City of Austin, Communications and Technology Management department, (CTM). As CIO, Mr. Elkins oversees the Department's use of information technology to improve performance and manage risk across the City's overall organization. Mr. Elkins leads the Department's enterprise architecture, information systems, information technology governance, and information resources management programs in collaboration with all organizational components of the Department.

Mr. Elkins came to the City of Austin with over 17 years of senior management experience at Applied Materials. His career includes managing global service operations and leading a global technical training center. In his earlier days at the City, he served as the Manager for the Project Management Office at CTM. He was then appointed as Director of the Small, Minority Business Resources department, prior to this appointment as CIO.

Mr. Elkins holds a Master of Business from St. Edwards University and a Bachelors of Science in Electronic Engineering Technology. He is also a certified Project Management Professional and a member of the Project Management
Institute. Member of GTC Southwest Advisory Board.
