Mr. John S. Niles is president of Global Telematics, a policy research and manage-ment consulting firm based in Seattle, and associate editor of New Telecom Quarterly. He works with innovators from business and government to apply telematics in community economic development programs, electronic service delivery, transportation planning, and mobility-communications strategies. His clients include telecom companies, metropolitan planning organizations, and public interest associations.

John has led projects that linked telecom development to public policy in Idaho, Washington, Oregon, Montana, California, Minnesota, and Kentucky, as well as in the U.S. government. He is the principal author of a 1994 landmark study for the U.S. Department of Energy, Beyond Telecommuting: A New Paradigm for the Effect of Telecommunications on Travel.
