Dr. Robert G. Harris is a leading authority on telecommunications policy. He is an Associate Professor at the Haas School of Business at the University of California at Berkeley and a principal in the Law & Economics Consulting Group, Inc. He has published academic research on antitrust, regulation, transportation economics, and telecommunications. Dr. Harris has testified before Congress and federal and state regulatory commissions on telecommunications policy, regulatory policy, and antitrust policy. In 1980-1981, he served as a Deputy Director of the Interstate Commerce Commission where he was principally involved in the implementation of procompetitive policies in the surface freight transportation industries.
